What services do EIS grants fund?
Part C EIS grants fund primary health care and support services in outpatient settings for people with HIV.
Which organizations can apply for an EIS grant?
- Federally Qualified Health Centers funded under Section 1905(1)(2)(b) of the Social Security Act
- Family planning grantees (other than states) funded under Section 1001 of the Public Health Service Act
- Comprehensive Hemophilia Diagnostic and Treatment Centers
- Rural health clinics
- Health facilities operated or contracted by the Indian Health Service (IHS)
- Community-based organizations, clinics, hospitals, and other facilities that provide early intervention services to people with HIV
- Nonprofit private entities that provide complete primary care to groups of people at risk of HIV, including faith-based and community-based organizations.

What services do Capacity Development grants fund?
Part C Capacity Development grants help organizations strengthen their infrastructure. This helps grant recipients improve their ability to develop, enhance, or expand access to high-quality HIV primary health care services for people with HIV in low-income or rural communities.

- Public or private nonprofits that provide (or plan to provide) HIV primary care
- Current Ryan White HIV/AIDS Program grant recipients
- Faith-based organizations
- Community-based organizations
- Tribes and tribal organizations
