Part D: Services for Women, Infants, Children, and Youth

Ryan White HIV/AIDS Program (RWHAP) Part D grant recipients provide outpatient family-centered primary and specialty medical care and support services. These services help low-income women, infants, children, and youth with HIV.

Who are Part D grant recipients?

Part D grant recipients are local, community-based organizations.

Which organizations can apply for Part D grants?

  • Public or private nonprofits that provide (directly, through contracts, or through memoranda of understanding) primary medical care for HIV-positive women, infants, children, and youth
  • State and local agencies
  • Indian tribes
  • Tribal organizations (federally-recognized or not)
  • Faith-based and community-based organizations

How can Part D grant recipients use funds?

Part D grant recipients can use their funds in four ways:

  • Medical Service Costs: Providing family-centered care and access to primary medical care services for women, infants, children, and youth with HIV.
  • Clinical Quality Management (CQM) Costs: Improving quality, collecting data for CQM purposes, and providing training and technical assistance for staff. (Required to maintain a CQM program).
  • Support Service Costs: Providing necessary services for people with HIV to improve their HIV health outcomes. Managing cases and transporting patients to medical appointments. Outreach to recruit and keep women, infants, children, and youth with HIV in care.
  • Administrative Costs: Not related to providing services. Costs can’t exceed 10% of Part D budget.
