Part B: Grants to States and Territories

The Ryan White HIV/AIDS Program (RWHAP) Part B provides grants to states and territories. This money helps them improve HIV medical and support services. The improvements focus on making these services better, easier to access, and more organized.

What grants are available under Part B?

The Ryan White HIV/AIDS Program (RWHAP) Part B grants include:

  • Base grant - This covers core medical services and support services
  • Supplemental grant -This grant gives additional money to states and territories that can show they need more help
  • AIDS Drug Assistance Program (ADAP) - This grant helps low-income people with HIV get the medications they need. There are three kinds of ADAP:
    • Regular ADAP grants: this provides money for medications
    • Supplemental ADAP grants: some states receive extra money if they have a greater need
    • Emergency relief funds: some states receive money to help people waiting for ADAP medicine 
  • Minority AIDS Initiative grants - These grants focus on educating and helping minority communities to access ADAP and other medication assistance programs
  • Emerging Communities grants - These grants provide additional money to states that have a growing number of people with AIDS (also known as “emerging communities.”). These are communities that have between 500 and 999 AIDS cases in the past five years

Who are Part B grant recipients?

Part B grant money goes to the chief elected official (CEO) of a state or territory. The CEO then chooses an agency, like the department of health, to manage the grant.

Who is eligible for Part B grants?

RWHAP Part B grants are available to all states and territories in the United States. This includes: 

  • The Commonwealth of Puerto Rico 
  • Northern Mariana Islands 
  • American Samoa 
  • Guam 
  • U.S. Virgin Islands 
  • Federated States of Micronesia 
  • Republic of the Marshall Islands 
  • Republic of Palau 

RWHAP Part B is also available to states or territories with emerging communities. 

How do you decide base grants?

The amount of money each state or territory gets in a base grant depends on how many people are living with HIV. We use a formula and data from the most recent calendar year. This decides Part B and ADAP base grants.

What services do Part B grant recipients fund and provide?

Part B grant recipients fund medications, core medical services, and support services. Each state or territory decides which services to offer based on their jurisdiction’s needs assessment and available funding. 

All Part B recipients and subrecipients must help eligible clients find health care coverage.

Core medical services

  • Outpatient and ambulatory health services
  • AIDS Drug Assistance Program 
  • AIDS pharmaceutical assistance
  • Oral health care
  • Early intervention services
  • Health insurance premium and cost-sharing assistance
  • Home health care
  • Medical nutrition therapy
  • Hospice services
  • Home and community-based health services
  • Mental health services
  • Outpatient substance abuse care
  • Medical case management, including treatment-adherence services

Support services

  • Outreach
  • Medical transportation
  • Linguistic services
  • Respite care for caregivers of people with HIV/AIDS
  • Referrals for health care and other support services
  • Non-medical case management
  • Residential substance abuse treatment services

What percent of funding goes to core medical services and support services?

Part B grant recipients must spend:  

  • At least 75% on core medical services
  • No more than 25% on support services

Part B grant recipients can get a waiver for the 75% core medical services if: 

  • There are no waiting lists for ADAP
  • Core medical services are available to people identified and eligible in an applicant's service area
