Ryan White HIV/AIDS Program ADAP Data Report (ADR)

The Ryan White HIV/AIDS Program AIDS Drug Assistance Program (ADAP) Data Report (ADR) is a client-level data reporting requirement for ADAPs. The HIV/AIDS Bureau uses the ADR to evaluate the national impact of ADAP, by providing client-level data on individuals being served, services being delivered, and costs associated with these services.

ADAPs are required to submit the ADR annually. The data reporting season opens April 4, 2022. The final due date for the 2021 ADR reporting is June 6, 2022

The client-level data reported by ADAP recipients is used to:

  • Monitor health outcomes of clients living with HIV receiving care and treatment services through program recipients and subrecipients.
  • Address the impact of HIV in communities disproportionately affected by assessing organizational capacity and service utilization.
  • Monitor the use of the Ryan White HIV/AIDS Program to appropriately address HIV in the United States.
  • Track progress toward achieving the goals identified in the National HIV/AIDS Strategy.

The ADR is comprised of two components:

  • The Grantee Report: A collection of basic information about recipient characteristics and policies.
  • The Client Report (or client-level data): A collection of records (one record for each client enrolled in the ADAP), which includes the client’s encrypted unique identifier, basic demographic data, and enrollment and certification information.

The HIV/AIDS Bureau has taken every measure possible to ensure security and confidentiality of the data collected (including the use of the eUCI), and to limit data collection to only the information that is “reasonably necessary to accomplish the purpose” of the ADR.

Report Administration Support

Ryan White HIV/AIDS Program Data Support is available to address ADR-related content and submission questions. Topics include:

  • Interpretation of the ADR Instruction Manual and HAB’s reporting requirements.
  • Allowable responses to data elements of the ADR Grant Recipient Report, Provider Report, and client-level data file.
  • Policy questions related to the data reporting requirements.
  • Data-related validation questions.

Grants/Electronic Handbooks (EHB) Support

Data Infrastructure Development

The Data Integration, Systems and Quality (DISQ) Team enhances the completeness, accuracy and consistency of Ryan White HIV/AIDS Program (RWHAP) client-level data. The DISQ Team (previously DART) offers technical assistance and support to the RWHAP community on the following data submissions, including RWHAP Services Report (RSR), RWHAP AIDS Drug Assistance Report, COVID-19 Data Report, Ending the HIV Epidemic Tri-Annual Report, and the RWHAP AIDS Education and Training Centers Program Annual Report.
