Ryan White HIV/AIDS Program Services Report (RSR)

The RSR is a client-level data reporting requirement that monitors the characteristics of Ryan White HIV/AIDS Program (RWHAP) Parts recipients, providers, and clients served. All RWHAP Parts A-D-funded recipients and their contracted service providers (subrecipients) must submit client-level data annually to us through the RSR.

The client-level data reported by recipients and subrecipients is used to:

  • Monitor health outcomes of clients with HIV receiving RWHAP care and treatment services through program recipients and subrecipients
  • Address the impact of HIV in disproportionately affected communities, by assessing organizational capacity and service utilization
  • Monitor the use of the Ryan White HIV/AIDS Program to address HIV in the United States
  • Track progress toward achieving the goals identified in the National HIV/AIDS Strategy

What's in the RSR?

  • The Recipient Report: Each RWHAP recipient completes a separate recipient report for each program grant the recipient receives from HRSA. The recipient completes the online report through the HRSA Electronic Handbooks (EHB) using a web-based data entry system.
  • The Provider Report: Information about the provider and the services delivered under each of its RWHAP contracts. All agencies that provide RWHAP-funded services complete one provider report using the RSR web system. Providers with multiple funding sources consolidate this information into one report.
  • The Client Report: RWHAP client-level data uploaded as an electronic file. Each upload file contains one record per client. Each client record includes information on demographic characteristics, HIV clinical information, HIV medical and support services received, and the client’s encrypted unique client identifier (eUCI).

The HIV/AIDS Bureau has taken every measure possible to ensure security and confidentiality of the data collected (including the use of the eUCI), and to limit data collection to only the information that is “reasonably necessary to accomplish the purpose” of the RSR.

  • Recipient-provider relationships and the implications for data reporting
